Fox meat makes an ass of Wal-Mart's China donkey product

BEIJING: Global retail giant Wal-Mart Stores has recalled a donkey meat product from some Chinese stores after tests found traces of other animals' DNA, the company said today, after authorities said it contained fox meat. 
The world's largest retailer will reimburse customers who bought the "Five Spice Donkey Meat' 50 yuan (USD 8.25), a spokeswoman told AFP. 
The company would also independently DNA test all of its "high risk' meats in China, a procedure which is not required by retailers under Chinese food laws, the spokeswoman said. 
Wal-Mart would also cooperate with food officials in the eastern province of Shandong with their probe into the "adulteration incident', said a statement posted on Sina Weibo, a Chinese Twitter equivalent. 
The Shandong Food and Drug Administration had previously said the "Five Spice Donkey Meat' product contained fox. 
"We are deeply sorry for this whole affair,' said Wal-Mart's China president and CEO Greg Foran according to the Weibo statement, posted yesterday. 
It did not give an explanation for how the contamination happened, but Foran added that the company would increase its focus on "supplier management'. 
Donkey meat is not a Chinese staple meat dish, but is commonly consumed as a snack. 
China has seen several food safety scares in recent years, including one in which the industrial chemical melamine was added to milk formula in 2008, killing at least six babies and making 300,000 ill. 
Wal-Mart plans to open up to 110 new stores in China over the next two years, according to the company's website.

Joshi appeals to PM on rules for food vendors

Senior Bharatiya Janata Party (BJP) leader Murli Manohar Joshi has urged Prime Minister Manmohan Singh to revisit a decision by his government to enforce compulsory registration of all food business operators after February 4, saying it will inflict “untold hardships” on small retailers and food product manufactures.
“I would like to bring to your kind notice that the provisions of this Act and rules and regulations under it put unreasonable restrictions on doing food business. The licensing provisions, particularly the documentation required to run the business, are so numerous and harsh that a small trader will not survive under them,” he said in a letter to Singh on Thursday.
Joshi, who is also chairman of the Public Accounts Committee, has sought the prime minister’s intervention on the issue after a delegation from the Confederation of All India Traders approached him, expressing their reservations with the government’s decision to make registration of all food business operators compulsory after February 4.
The BJP leader requested Singh to listen to the grievances of the food business operators, who demand that the government should defer enforcement of compulsory registration for “at least one year” and constitute a special task force to make an in-depth study of the Food Safety and Standard Act and its rules. “It is requested that an opportunity of personal hearing may also be granted to the federation to place their views in person before the committee,” Joshi urged.
The implementation has been facing hurdles since the provision was brought in. The Food Safety and Standards Authority of India has so far extended the deadline to obtain licensing and registration for the food business operators twice since 2012. The first deadline to obtain licensing and registration was extended from August 4, 2012, to February 4, 2013. The time frame was against extended to February 4, 2014. 
As per the rules, anyone engaged in selling anything edible, including those from roadside tea stalls, dhabas, fruit and vegetable hawkers, grocery shops, milk vendors, canteens, caterers, restaurants, hotels and food processors, must get a licence or register by February 4, 2013, or will be penalised by the food regulator. 
“It appears that the technical facilities, laboratories and technical staff required for implementing the above said rules are almost non-existent. It will not be advisable to enforce the rules without having proper infrastructure both scientific and administrative in the field. I do not know whether the number of laboratories, technical manpower and trained administrative staff is available,” Joshi noted in his letter.

Registration and License for Food Business Operators

As reported in the media that in pursuance of the Food Safety and Standards Act, 2006 it is mandatory to obtain a license or registration by all the food business operators on payment of required fees considering their yearly turnover throughout the State within February 4, 2014. However, they have to obtain a NOC from the local municipal co–operators like street vendors, canteens, hotels and restaurants, milk sellers etc. Operating without the required registration or license will attract penalty. We have noticed in and around Guwahati city that a number of roadside eating houses are coming up and we are surprised to see the conditions in which food is prepared without considering the hygienic aspect, in the interest of the general health of the public. We fail to understand why the Food Inspectors of the Health department of the State are not taking action against such establishments. We feel that an enactment of an act will not serve the purpose, unless of course the same is implemented wholly in its real sense. We, therefore, request the officials of the Food Safety Organization, Assam to ensure implementation of the act flawlessly, keeping in mind the general health of the people of the State.

கடலூர் மாவட்டம், விருத்தாசலம் அடுத்த ஊத்தங்காலில் உள்ள சன் அக்வா மினரல் வாட்டர் கம்பெனியில், மாவட்ட உணவு பாதுகாப்பு அலுவலர் ராஜா தலைமையில் ஏழுமலை, குணசேகரன், அருள்மொழி உள்ளிட்ட அதிகாரிகள் நேற்று ஆய்வு மேற்கொண்டனர்.
அதில், அலுவலகம், ஸ்டோர் ரூம், மைக்ரோ லேப், அனலைசிங், உற்பத்தி, பேக்கேஜிங் என அனைத்துப் பிரிவையும் ஆய்வு செய்தனர்.
மாவட்ட உணவு பாதுகாப்பு அலுவலர் ராஜா கூறுகையில், "மினரல் வாட்டர் கம்பெனிகளிடம் ஐ.எஸ்.ஐ., சான்று, உணவு பாதுகாப்புத் துறையிடம் அனுமதி பெற்றிருக்க வேண்டும். கம்பெனி துவங்க வர்த்தகத்திற்கென மின் இணைப்பு, கட்டடம் கட்ட பொதுப் பணித் துறையிடம் ஒப்புதல், உள்ளாட்சி அமைப்பிடம் அனுமதி, தொற்று நோய்கள் ஏற்படாது என சுகாதாரத் துறையிடம் சான்று பெறவேண்டும்.
போர்வெல் மூலம் எடுக்கப்படும் தண்ணீரை குளோரினேஷன் செய்து, பூமியிலிருந்து 8 அடி உயரத்திலுள்ள நீர்தேக்கத் தொட்டியில் நான்கு மணி நேரம் பாதுகாப்பாக வைத்த பிறகே பேக்கேஜ் செய்ய வேண்டும்.

சென்னை:முதற்கட்டமாக, சென்னையில் உள்ள, 86 அம்மா உணவகங்களுக்கு, உணவு பாதுகாப்புத்துறை உரிமம் கிடைத்துள்ளது. மற்ற உணவகங்களுக்கும் ஒரு வாரத்தில் உரிமம் வழங்கப்படுகிறது.சென்னை மாநகராட்சியில், வார்டுக்கு ஒன்று என, 200 இடங்களில், மலிவு விலை, 'அம்மா' உணவகங்கள் செயல்பட்டு வருகின்றன. சென்னை அரசு பொது மருத்துவமனையில், பெரிய அளவில் இந்த உணவகம் திறக்கப்பட்டுள்ளது. இந்த உணவகங்களுக்கு, உணவு பாதுகாப்புத்துறை உரிமம் கோரி, மாநகராட்சி விண்ணப்பித்தது. உணவு பாதுகாப்பு அதிகாரிகள் நேரடி ஆய்வின் மூலம், முறையான உரிமம் வழங்கப்பட்டு வருகிறது. சென்னைக்குள், 105 உணவகங்களில், முதற்கட்டமாக, 86 உணவங்களுக்கு உரிமம் கிடைத்துள்ளது. ஆனால், பாதுகாக்கப்பட்ட குடிநீர் அல்லது மினரல் வாட்டர் என்ற பெயரி"ல் வழங்கப்படும் தண்ணீர், அரசு வினியோகிக்கும், குளோரின் கலந்த, சுத்திகரிக்கப்பட்ட தண்ணீரை விட மோசமாக இருந்தால், அதற்கு விடை என்ன என்ற கேள்வி தொடர்கிறது.சிக்கல் ஏன்?தமிழகத்தில், 901 ஐ.எஸ்.ஐ., உரிமம் பெற்ற தனியார் குடிநீ"ர் நிறுவனங்களும், எந்த அனுமதியும் பெறாத, 400க்கும் மேற்பட்ட, "ஹெர்பல், பிளேவர்டு' குடிநீர் நிறுவனங்களும் உள்ளன. இவர்கள் தயாரிக்கும் குடிநீர் தரக்கட்டுப்பாட்டில் உரிய நடைமுறைகள் பின்பற்றப்படுகிறதா, அவை என்ன என்று பொதுமக்களிடம் ஆதரவு பெறும்போது பெரும்பாலும் விளக்குவது இல்லை. அதற்கான தகவல்களும் தரப்படுவதில்லை.
